Ask five surfers how many feet chest high, waist high, or shoulder high waves actually are, and you'll get five different answers — and all five of them can be right, depending on the surfer's height, the spot, and which forecast they read that morning. That's the real problem with body-part wave sizing: these terms were never standardized numbers. They're shorthand, and different surf reports measure and round them differently.

Why the same wave gets three different size calls
There is no governing body that defines "chest high." The term comes from a genuinely old, informal surf tradition, and two specific things break it:
- Face height vs. back height. Mainland US, Australian, and most modern surf-forecasting sites size a wave by its face — the tall, open side you actually ride, measured from trough to crest. The older Hawaiian convention, still used by some big-wave callers and older surfers, measures the back of the wave — the rounder, shorter side facing the open ocean — which typically runs at roughly half the face height. A wave called "6 foot Hawaiian" can have a face in the 10 to 12 foot range. Neither number is wrong; they're measuring two different sides of the same wave.
- Whose body is doing the measuring. "Chest high" on a 5'0" surfer and "chest high" on a 6'4" surfer are close to a foot apart in real face height. Nobody adjusts for this out loud — a lifeguard, a surf shop employee, and a 6-day forecast are all calling sizes off their own unstated reference height, usually an average adult somewhere around 5'8" to 5'10".
Add normal human inconsistency — one person's "chest high" is another person's "waist to chest high" on the exact same set — and you get the thing everyone already knows from experience: two surf reports for the same beach, same morning, rarely agree to the foot.
The reference table: feet to body-part terms
This is the convention used by most current surf forecasting sites, and the one used in this guide — face height, sized against an average adult surfer. Treat each row as a range, not a single foot mark: real surf reporting never claims more precision than that, and a source that hands you a single decimal (like "4.3 feet") for a wave call is usually just repeating a raw buoy or model reading rather than an actual visual size.

Two things worth noticing. First, "head high" sits at the top of the 5 to 7 foot range, not the bottom — a wave has to be roughly level with an average surfer's actual head, not their shoulder, to earn the term, and shoulder-high water breaking well above your own head is a common way people underestimate size on a bigger day. Second, "overhead" starts right where "head high" ends — it means exactly what it sounds like, a wave taller than you, not a separate, larger category on top of it.
Adjust the table for your own height
Every row above is built around an average adult surfer. If you're not close to average height, the same wave earns you a different body-part call than it earns your friend. Rough anthropometric proportions — waist at about 53% of standing height, chest at about 72%, shoulder at about 82%, and the top of your head at 100% — give a usable per-height version of the table:

This is why a tall surfer's "waist high, not worth it" and a shorter surfer's "waist high, actually kind of fun" can be describing genuinely different wave faces, not just a difference of opinion. If you're well outside average height, shift every body-part call in the main table by roughly this same margin.
Why the number your weather app shows isn't wave height
If you've pulled up a marine forecast and seen a wave height number that didn't match what was actually breaking at the beach, you weren't imagining it. Most weather and marine models — including the open-ocean data most surf forecasts are built on — report significant wave height (Hs): the average height of the largest third of waves out in open, deep water. That's not the same measurement as the breaking face height you actually ride at the shore.
Two things happen between the open ocean and the beach. Shoaling: as a swell moves into shallow water, it slows down and the energy compresses upward, so the wave physically grows — and a longer-period swell shoals more dramatically than a short, choppy one at the same open-ocean height. And exposure: a point break tucked behind a headland sees a fraction of the swell energy hitting an exposed reef a mile up the coast, on the identical swell at the identical hour. A 3-foot open-ocean reading can break as anything from ankle high to well overhead depending on the swell's period, direction, and exactly which stretch of coastline it's hitting.
That's the real reason a raw number on a swell chart is close to meaningless without local knowledge of the spot behind it — and it's the specific gap between "here's a chart" and "here's what today actually looks like" that a genuinely useful surf forecast has to close.
What wave size actually means for board choice
Size determines more than whether you paddle out — it changes which board in your quiver actually works, and the relationship isn't as simple as "bigger wave, bigger board."
- Small and weak (ankle to waist high, especially at 10 seconds or less between waves) needs more foam, not less. A short-period swell has little push, so a higher-volume board — a longboard, mid-length, or fish — is what actually lets you catch anything at all. A low-volume shortboard in knee-high slop just sits there.
- Waist to head high with real period (12+ seconds) is the shortboard-and-fish window for most intermediate to advanced surfers — enough push to work with, not so much that you need extra float to survive it.
- Overhead and up counterintuitively needs more volume again, not a smaller, "sportier" board.
